Guangzhou officials deliberated and adopted the Program for Building Guangzhou into an International Central City for Conventions and Exhibitions on March 24. The program envisions the development of "one center and three sub-centers" for the convention and exhibition industry. Specifically, the airport, Panyu and Zengcheng will be built into three sub-centers of conventions and exhibitions on the basis of the Pazhou corporate headquarters functional zone centered on the Canton Fair and specialized international exhibitions.

The program also envisages a two-stop strategy – enhancement of quality in three years, and building a world-class center of conventions and exhibitions in eight years. In other words, Guangzhou will be built into an intercontinental center of conventions and exhibitions in three years, and transformation will be achieved in the convention and exhibition industry in five aspects in eight years.

In line with the overall layout of Guangzhou's urban functions, the program envisions the development of "one center and three sub-centers". Specifically, Guangzhou officials will build the Pazhou corporate headquarters functional zone centered on the Canton Fair and specialized international exhibitions, and construct three distinctive sub-centers of conventions and exhibitions at the airport, Panyu and Zengcheng with combined exhibition and trading on the basis of the area's transportation conditions, resource endowment, industrial characteristics, and supporting capacity.
